notification settings (#265) - VOTE

Dashboard needs a Notifications settings panel. Settings should handle daily and weekly summaries sent by email. The settings should allow the user to say on which day of the week (for the weekly) and at what time (for the weekly and daily summary) the notifications should be sent. The time setting should allow the user to enter their time zone, so that we can convert it to our timezone.
